If you managed to spend 6 months of passive skill points without having at least half a million of them be useful for a Scout, then that would be impressive. I suspect if you look at it, your original character probably has more skill points in stuff that would be useful on a Scout than the half a million skill points a new character starts out with. It might take more grinding initially to get the basic Scout stuff, but it would probably be more efficient in the long run to use your original character, unless you hate his name.
Of course if you want to have one character that just focusses on Scout while you want to use your original character to experiment with other stuff, then I can understand that. I have a character, Crash Gaden, which focusses entirely on Heavy, and some vehicle skills. Then I have Fox, who does everything except Heavy and Vehicle stuff.
Now, for Scout. You say you use the Shotgun, and are considering the Combat Rifle. I would suggest you go Gallente Scout. The Minmitar Scout is good for Nova Knives, and is a bit faster, but the passive scan range bonus of the Gallente Scout Suit is a better bonus for what it sounds like you want to do.
For Gallente Scout, skill into the Gallente Scout suit, Profile Dampening, and Range Amplification. Once you get the skill high enough you will be able to see enemy on your radar who are around corners, and even be able to see which way they are facing, so you can step out and shoot them in the back of the head when they are looking the other way. Higher skills will also let you hide from Active Scanners.
Skill up Electronics and Engineering whenever you donGÇÖt have enough CPU or Power grid to equip what you want.
Put some points into Armour and Shield skills for a bit more health, but it is not as high a priority as with other suits, as your best protection is to use stealth to avoid having people shoot at you. And speed to run away when they do.
The Combat Rifle will likely be a good weapon, and I look forward to trying it myself, but it is an Infantry Rifle, like the Assault Rifle and the Scrambler Rifle. It is not specifically a Scout weapon, although some Scouts make good use of Assault Rifles and Scrambler Rifles. It would not hurt to skill 1 level into Combat Rifle and try it to see if you like it, but it will not be a replacement for the Shotgun. The Shotgun is a weapon that is best used by Scouts, although some Assault suits have good luck with it as well.
DonGÇÖt get too hung up on the race that produces specific pieces of gear. Unless you want to make that your GÇ£thingGÇ¥ and just use Minmitar Stuff. If you decide to do that you will have to make some sacrifices.
